Management Team

William A. Hawkins will serve as our President and Chief Executive Officer and as a director of the California General Bank.  He has lived in the San Gabriel Valley for the past 25 years.  Mr. Hawkins has over 35 years of financial services experience, including 12 years of banking experience, serving most recently, from 1999 to 2003, as the initial President of IndyMac Bank’s Consumer Banking Group in Pasadena, California.  From 1998 to 1999 Mr. Hawkins served as the President and Chief Operating Officer and a director of American General Bank, FSB, Houston, Texas and from 1981 to 1998 Mr. Hawkins served as the President and Chief Executive Officer of Home Savings of America (Griffin Financial Services), Irwindale, California.  From June 2005 until leaving to begin organizational activities with respect to California General Bank in June 2006, Mr. Hawkins served as the interim Chief Operating Officer of Operation HOPE, Inc., Los Angeles, California, a not-for-profit community service organization that advocates economic employment for disadvantaged individuals and teaches financial literacy.  Mr. Hawkins has also been a Trustee of the Columbia Funds, a mutual fund, since 2004.  Mr. Hawkins is the Chairman of the Board of Directors of the San Gabriel Valley Red Cross and the Board Chair of Leadership in Pasadena.  He also serves as a Board member of Operation Hope, Los Angeles.  Mr. Hawkins holds a Bachelor of Science degree in Business Administration from West Coast University, Los Angeles, California and a Masters degree in Business Administration from University of La Verne, LaVerne, California.  In addition, Mr. Hawkins is a Certified Financial Planner and a Chartered Property and Casualty Underwriter.  He has served as Chairman of the NASD Bank Broker-Dealer Committee and as Chairman of the NASD District Business Conduct Committee.  He holds a Series 7, Series 24 and Series 63 License from the NASD.

Lee J. Bianco will serve as our Executive Vice President and Chief Credit Officer.  Mr. Bianco has 41 years of banking experience.  Prior to joining California General Bank as an organizer, Mr. Bianco served from 1992 to 2005 as the Executive Vice President and Chief Credit Officer, and also as Credit Compliance Officer of First American Bank, Rosemead, California, until that bank was sold in August 2005.  Previously, he served in various capacities with Bank of America, Los Angeles, California, from 1964 to 1991, serving most recently from 1986 to 1991 as Division Credit Risk Manager.  Mr. Bianco holds a Bachelors degree in Business Administration from the University of San Diego and holds a graduate certificate from the American Institute of Banking.  He attended the Southwestern Graduate School of Banking at Southern Methodist University, Dallas, Texas, and the Fuqua School of Business at Duke University.

Jonathan E. Matalon will serve as our Executive Vice President and Chief Financial Officer.  Mr. Matalon served most recently, from 2000 and continuing until joining the Bank in 2006, as the Senior Vice President and Chief Financial Officer for Professional Business Bank, Pasadena, California.  Previously, from 1990 to 2000 Mr. Matalon served as the Chief Financial Officer of First State Bank of Southern California, Santa Fe Springs, California, until the sale of that bank.  From 1983 to 1988 Mr. Matalon served as Director of Financial Reporting for Sears Savings Bank, Glendale, California.  Mr. Matalon earned a Bachelor of Science degree in Accounting from University of Southern California, Los Angeles.  He is a Certified Public Accountant.



Carlos M. Huerta
will serve as our Executive Vice President and Chief Business Development Officer.  Mr. Huerta has 27 years of banking experience.  He was recently Vice President and Relationship Manager at Citizens Business Bank, from 2005 to 2008. At Citizens Bank, Mr. Huerta was responsible for developing and servicing commercial relationships in the areas of commercial loans, commercial real estate financing, construction lending, asset-based lending, and cash management services.  Prior to his role at Citizens Business Bank, Mr. Huerta served as Vice President at Granite State Bank from 2000 to 2005. Mr. Huerta also served as Vice President at First Security Bank between 1998 and 2000.  From 1989 to 1998, Mr. Huerta served as Vice President and Commercial Banking Officer at Tokai Bank.  Previously, he served in various capacities with First Interstate Bank, from 1981 to 1989, serving most recently as Consumer Credit Officer. Mr. Huerta holds a Bachelor of Arts in Economics from Claremont McKenna College.
